Conform unui bilanţ publicat la mijlocul lunii ianuarie, şcolile din Dolj au reuşit să angajeze lucrări anul trecut în valoare de 16.126.000 lei, dintr-un total de 18.710.000 lei alocaţi de Guvern în 2007. Asta nu înseamnă şi că banii s-au concretizat deja în lucrări, unele investiţii fiind în derulare. Restul de 2.584.000 lei s-au întors la bugetul de stat. „Procentul de cheltuire a banilor pe toate hotărârile de Guvern este de 83 la sută. Cel mai mult s-a cheltuit pe ultima hotărâre, nr. 1285, în proporţie de 92 la sută“, a declarat Ersilia Oprescu, inspector şcolar general. Fondurile neangajate s-au datorat, conform acesteia, neînţelegerilor dintre primari şi directorii şcolilor. „De exemplu, şcoala de la Piscu Vechi a returnat cei 150 de mii de lei primiţi pentru reabilitare. Nicio autoritate nu a reuşit să îi convingă pe primar şi pe director să lase deoparte neînţelegerile. Au fost însă şi altfel de probleme. La cele patru şcoli de arte şi meserii, precum şi la campusuri, nu au început lucrările din cauza cadastrului şi a altor probleme de documentaţie“, a completat Ersilia Oprescu.
83% Spent From Infrastructure Funds
A 2007 balance reveals that schools from Dolj county managed to engage 16.126.000 lei for renovation projects, from an amount of 18.710.000 lei that the Govern offered them in the past year. That means 2.584.000 lei returned to state’s budget. Not all of the 16 million was actually used, a big amount of it only finds itself in papers. The rest of the engaged funds will be used in 2008 for the projects started last year and left unfinished. “We spent 83 percent of the money the Govern gave us last year towards different normative decisions. The biggest amount of funds we used, 93%, came from the Govern Decision no.1285“, Mrs. Ersilia Oprescu, the chief inspector of the regional education department, said. She explained that the main reason for which unspent money remained were the arguments between mayors and school principals. “For instance, the school from Piscu Vechi community gave back all the 150.000 lei offered them by the Govern for renovation. No authority managed to convince the mayor, nor the principal, to forget about their argue. We also had another kind of problems. The work at four art and crafts schools, as well as at campuses, never started because of the land register and other paperwork”, Mrs. Oprescu said.
